With reference to my letter No.F 12457/6457/10

of 7th December I send you a further summary of developments in regard to Tientsin.

We leave it to you whether to send it to

Singapore, Hong Kong and Commander-in-Chief in the form of a telegram as it stands, or whether to send a shortened form by telegraph and the text by air mail. If the latter, perhaps I may be allowed to suggest that the most important passage from the point of view of the Governors is paragraph 6.
